Dennis A. Henigan: Some State AGs Would Rather Please the NRA than Enforce the Law

Lining up public officials in support of legislation is standard fare for interest groups advancing their agenda on Capitol Hill. But the letter signed by 23 state Attorneys General in support of the National Rifle Association's bill to nationalize concealed carry of handguns suggests that, for those public officials, pandering to the gun lobby is far more important than doing the job they were sworn to perform.

Call me na?ve, but I had always thought that a State Attorney General had a solemn duty to enforce the laws of his/her state. Apparently some Attorneys General recognize a "gun law" exception to that obligation.

The legislation supported by the "Gang of 23," the so-called "National Right-to-Carry Reciprocity Act" (H.R. 822), would force states to recognize the concealed carry permits of visitors from other states, even if the permit holder could not have qualified for a permit from the state he/she is visiting. Under this bill, Congress would be barring states from enforcing their restrictions on concealed carry against out-of-state visitors. In other words, the considered judgment of a state legislature that certain restrictions on concealed carry are required for the protection of the public would be nullified by H.R. 822. I would have thought these Attorneys General, as the chief law enforcement officers in their states, would want the authority to enforce these laws.

To give an example, Montana law provides that persons are not eligible to carry concealed weapons if they have been convicted of certain violent misdemeanors, such as unlawful restraint or sexual assault. Under H.R. 822, Montana could not enforce this eligibility requirement against permit holders from other states who have been convicted of those crimes. One would think that Montana Attorney General Steve Bullock would be interested in preventing sexual predators from bringing their concealed weapons into his State, but his signature appears on the letter supporting H.R. 822, asking Congress to prevent him from enforcing his state's own laws.

It is true, as the "Gang of 23" letter points out, that many of the 23 states already have inter-state agreements recognizing the validity of certain out-of-state permits. But these are agreements the states themselves have chosen to enter into with other states. Under H.R. 822, Congress would force the states to honor the permits issued by every other state. "Reciprocity" would be a matter of federal mandate, not state choice. In effect, by supporting H.R. 822, these Attorneys General are telling the Congress: "Our elected officials cannot be trusted to make the right decisions about who should be allowed to carry concealed weapons in our state. Please make those decisions for us."

Who are some of the people allowed to legally carry concealed weapons under the permissive laws of various states? Florida gave a concealed carry permit to George Zimmerman, even though he had been subject to a restraining order and had been involved in an altercation with the police. Had Florida's concealed carry laws not been so weak, there is every reason to believe that Zimmerman would not have had a gun when he encountered Trayvon Martin that fateful February night and that the teenager would be alive today. A better name for H.R. 822 would be the "George Zimmerman Act," in recognition of the mayhem it will cause to allow people like George Zimmerman to carry their hidden guns across state lines.

Now we have disclosures from Florida law enforcement that violent drug gangs in Miami are making sure some of their members obtain concealed carry permits to allow them to be legally strapped in public. The Zimmerman Act will be a godsend to the Hell's Angels and other violent gangs with well-developed interstate operations.

The Zimmerman Act has passed the NRA-controlled House of Representatives. Similar bills, one sponsored by Senators Vitter (R-La.) and Thune (R-S.D.) and one sponsored by Sen. Begich (D-Alaska), are pending in the Senate. Nationalizing concealed carry remains the gun lobby's top legislative priority, though the Trayvon Martin shooting finds the NRA laying low for the time being. There is no better time than the present for the "Gang of 23" to rediscover their obligations as the law enforcement leaders of their states and put their duty to enforce their states' laws above their obeisance to the leaders of the NRA.

As for now, they should be ashamed of themselves.

Robots will quickly recognize and respond to human gestures, with new algorithms

ScienceDaily (May 24, 2012) ? New intelligent algorithms could help robots to quickly recognize and respond to human gestures. Researchers at A*STAR Institute for Infocomm Research in Singapore have created a computer program which recognizes human gestures quickly and accurately, and requires very little training.

Many works of science fiction have imagined robots that could interact directly with people to provide entertainment, services or even health care. Robotics is now at a stage where some of these ideas can be realized, but it remains difficult to make robots easy to operate.

One option is to train robots to recognize and respond to human gestures. In practice, however, this is difficult because a simple gesture such as waving a hand may appear very different between different people. Designers must develop intelligent computer algorithms that can be 'trained' to identify general patterns of motion and relate them correctly to individual commands.

Now, Rui Yan and co-workers at the A*STAR Institute for Infocomm Research in Singapore have adapted a cognitive memory model called a localist attractor network (LAN) to develop a new system that recognize gestures quickly and accurately, and requires very little training.

"Since many social robots will be operated by non-expert users, it is essential for them to be equipped with natural interfaces for interaction with humans," says Yan. "Gestures are an obvious, natural means of human communication. Our LAN gesture recognition system only requires a small amount of training data, and avoids tedious training processes."

Yan and co-workers tested their software by integrating it with ShapeTape, a special jacket that uses fibre optics and inertial sensors to monitor the bending and twisting of hands and arms. They programmed the ShapeTape to provide data 80 times per second on the three-dimensional orientation of shoulders, elbows and wrists, and applied velocity thresholds to detect when gestures were starting.

In tests, five different users wore the ShapeTape jacket and used it to control a virtual robot through simple arm motions that represented commands such as forward, backwards, faster or slower. The researchers found that 99.15% of gestures were correctly translated by their system. It is also easy to add new commands, by demonstrating a new control gesture just a few times.

The next step in improving the gesture recognition system is to allow humans to control robots without the need to wear any special devices. Yan and co-workers are tackling this problem by replacing the ShapeTape jacket with motion-sensitive cameras.

"Currently we are building a new gesture recognition system by incorporating our method with a Microsoft Kinect camera," says Yan. "We will implement the proposed system on an autonomous robot to test its usability in the context of a realistic service task, such as cleaning!"

The Missouri Department of Corrections is switching from its longstanding three-drug method to a single drug, propofol, which has never been used in an execution in the U.S.

Until recently, the 33 states with the death penalty used a virtually identical process: Sodium thiopental was administered to put the inmate to sleep, and then two other drugs stopped the heart and lungs. After the makers of sodium thiopental stopped selling it for use in executions, supplies ran out and states began seeking alternatives.

Only one in 14 Hispanic adults nationwide have been screened for skin cancer, despite the disease's tendency to be more virulent in this population, according to a report released Monday.

Researchers at The Cancer Institute of New Jersey, who compiled the study, said the lack of screening can be attributed to a lack of medical insurance, less access to health care and other socioeconomic factors.

"The findings show there is a need to develop interventions to promote skin examinations among Hispanics at risk for skin cancer," said a written statement from the institute, a part of the University of Medicine and Dentistry of New Jersey-Robert Wood Johnson Medical School.

Hispanics tend to be diagnosed with a thicker, more advanced melanoma, the deadliest of all skin cancers.

Full body examinations may help discover melanomas before they reach such advanced stages that result in poor prognosis, the study states.

The report also showed that screening rates among Hispanics varied significantly by national origin. Six percent of Mexicans and Dominican Republicans go for screening, while those from Cuba or Puerto Rico have 10 percent screening rates.

"It is of concern that Hispanic individuals with a language barrier, lower level of education and lack of access to health care had especially low screening rates. While additional research is needed, it is clear from this study that this population may greatly benefit from interventions that promote these screenings, particularly for individuals at risk for skin cancer," said Elliot J. Coups, the lead author of the study and a behavioral scientist at the institute.?READ MORE

Everest weekend death toll hits 4

KATMANDU, Nepal (AP) ? Climbers have reported seeing another body on Mount Everest, raising the death toll to four for one of the worst days ever on the world's highest mountain.

Nepali mountaineering official Gyanendra Shrestha said Tuesday that the body of Chinese climber Ha Wenyi was spotted not far from where three other climbers died. They were part of what was a "traffic jam" by Everest standards ? an estimated 150 climbers who rushed to use a brief window of good weather to try to reach the top Friday and Saturday.

Wenyi and the other victims ? German doctor Eberhard Schaaf, Nepal-born Canadian Shriya Shah and South Korean mountaineer Song Won-bin ? died Saturday on their way down from the 8,850-meter (29,035-foot) summit. They are believed to have suffered exhaustion and altitude sickness, Shrestha said.

Shrestha says a Nepalese Sherpa guide who had been reported missing is safe and has reached the base camp. Shrestha says the guide was separated from his group and did not have communications equipment.

The latest deaths have raised concerns about overcrowding in the "death zone" at the top of the world's tallest peak. Many of those who headed to the summit over the weekend had waited at a staging camp for several days for the weather to improve enough to attempt the climb.

"There was a traffic jam on the mountain on Saturday. Climbers were still heading to the summit as late as 2:30 p.m., which is quite dangerous," Shrestha said.

Climbers normally are advised not to try for the summit after 11 a.m. The area above the last camp at the South Col is nicknamed the "death zone" because of the steep icy slope, treacherous conditions and low oxygen level.

"With the traffic jam, climbers had a longer wait for their chance to go up the trail and spent too much time at higher altitude. Many of them are believed to be carrying a limited amount of oxygen, not anticipating the extra time spent," Shrestha said.

The climbing season runs from late March to the first week in June, and the Nepalese government places no limits on how many climbers can be on the 8,850-meter (29,035-foot) mountain. The season's first clear conditions were on Friday and Saturday, but that window already was closing by Saturday afternoon with a windstorm at higher altitudes, Shrestha said.

Ang Tshering, an Everest expert and former president of the Nepal Mountaineering Association, said the government should impose schedules so that scores of climbers are not trying to head for the summit on the same day.

Tshering said the race to the summit on Saturday meant that climbers likely expended all their energy on the way up and had little left for the descent.

The deadliest day on Everest was May 10, 1996, when eight people were killed. The main reason was said to be that climbers who started their ascent late in the day were caught in a snowstorm in the afternoon.

Some climbers and environmentalists have expressed concern that climbing conditions on Everest are worsening each year, possibly due to climate change.

An unusually light snowfall this year has added to the danger, renowned Everest climber Conrad Anker said.

"Because there is little fresh snow, icy surfaces on the slopes make climbing more difficult and dangerous," Anker said, adding that "the snow acts as glue, stopping rocks from falling on the climbers."

Well-known expedition organizer Russell Brice cited the mountain's precarious condition in his decision in early May to cancel this year's climb for more than 60 clients.
