Canada cuts ties with Iran, closes embassy, orders diplomats home
VLADIVOSTOK, Russia - Foreign Affairs Minister John Baird delivered a diplomatic bolt from the blue Friday, abruptly and unexpectedly severing ties with Iran, shuttering Canada's embassy there and giving Iranian diplomats in Ottawa five days to get out of the country.
Baird rattled off a litany of long-standing grievances with Iran during a hastily organized news conference in the Russian city of Vladivostok, where he and Prime Minister Stephen Harper are participating in this weekend's meeting of Asia Pacific Co-operation leaders.
"The Iranian regime has shown blatant disregard for the Vienna Convention and its guarantee of protection for diplomatic personnel," Baird said.
"Under the circumstances, Canada can no longer maintain a diplomatic presence in Iran. Our diplomats serve Canada as civilians, and their safety is our No. 1 priority."
The move came as a surprise, one Baird justified with complaints that Canada and others around the world have been making for months, if not years.
Baird cited an eight-month-old attack on Britain's embassy in Tehran as evidence that Canada's own diplomats there are in danger.
He also accused Iran of providing military assistance to the Assad regime in war-riven Syria, failing to comply with UN resolutions regarding its nuclear program, and "materially" supporting terrorist groups.
And, for good measure, he accused Iran of "routinely" threatening the existence of Israel, engaging in racist anti-Semitic rhetoric and incitement to genocide, and called the country "among the world?s worst violators of human rights."
"Canada," he said, "views the government of Iran as the most significant threat to global peace and security in the world today."
He said the Canadian embassy in Tehran has been closed, while Iranian diplomats in Canada have been given five days to leave. Ordinary Canadians were also warned to avoid any travel to Iran.
So sudden was the news, Baird later felt it necessary to quell conjecture about possible military action. "Unequivocally, we have no information about a military strike on Iran," he said through a spokesman.
People seeking Canadian consular services in Iran are being directed to the embassy in Turkey.
Canada's relations with Iran have been iffy since the 1979 Islamic Revolution. After Canadians spirited American diplomats out of Tehran in 1980 during the post-revolution hostage crisis, the Canadian embassy was closed for eight years.
The two countries slowly moved back to normal diplomatic relations with an exchange of ambassadors in 1996.
But the relationship chilled in 2003 after Zahra Kazemi, a freelance photographer with dual Canadian-Iranian citizenship, was killed in custody in Iran in what Canada described as a state-sanctioned murder. Canada recalled its ambassador.

Huawei calls for cybersecurity cooperation
BEIJING (AP) ? Chinese telecoms equipment maker Huawei Technologies Ltd. has issued a report on cybersecurity that includes a pledge never to cooperate with spying in a fresh effort to allay concerns in the United States and elsewhere that threaten to hamper its expansion.
The report, written by a Huawei executive who is a former British official, calls for global efforts to create legal and technical security standards. It makes no recommendations for what standards to adopt but says current laws are inconsistent or fail to address important threats.
Huawei, founded by a former Chinese military engineer in 1987, has grown to become the world's second-largest supplier of telecoms network gear after Sweden's LM Ericsson. Suspicions that Huawei might be controlled by China's Communist Party or military have slowed its expansion in the United States and it was barred from bidding to take part in an Australian broadband project.
The company denies it is a security threat.
"We have never damaged any nation or had the intent to steal any national intelligence, enterprise secrets or breach personal privacy and we will never support or tolerate such activities, nor will we support any entity from any country who may wish us to undertake an activity that would be deemed illegal in any country," the report says.
The 25-page report was written by John Suffolk, a former British government chief information officer who became Huawei's global cyber security officer last year.
A Huawei spokesman said the report was not intended as a direct response to security concerns about the company in the United States, Australia and elsewhere.
"You could say that the information in the paper could be helpful in those countries where we've had challenges," said the spokesman, Scott Sykes. "It's not a specific response to those situations, but does it apply to those? Yes."
Huawei founder Ren Zhengfei issued a similar appeal for security cooperation in June in a rare public appearance at a Russian business conference. Ren made no mention of suspicions about Huawei but called on the global industry to "join hands" and warned security threats would continue to grow.
Huawei, based in Shenzhen, near Hong Kong, says its equipment is used by 45 of the world's 50 biggest phone companies. It has more than 110,000 employees and reported profit of 11.6 billion yuan ($1.8 billion) last year on sales of 209.9 billion yuan ($32.4 billion).
The company has tried to reassure foreign officials with steps that include setting up a testing center in Britain where government technicians can examine its equipment. But it has released few details about who controls Huawei, which has fueled suspicions abroad.
The company said it is working on security issues with groups such as the International Telecommunication Union; 3GPP, a global mobile standards body, and FIRST, a computer security group.
Huawei was barred from bidding to work on a planned Australian high-speed Internet network due to concerns about cyberattacks traced to China. The company had to unwind its purchase of a U.S. computer company, 3Leaf Systems, last year after it failed to win approval from a government security panel.
A U.S. congressional panel has said it will investigate whether allowing Huawei, rival ZTE Corp. and other Chinese makers of telecoms gear to expand in the United States might aid spying by Beijing.
Asked whether the Chinese government had asked Huawei to help spy abroad, Sykes said, "No, we deny that."
This week's report rejects as "inherently discriminatory" what it said is the notion that some technology suppliers can be trusted more than others based on their national origin. It noted that suppliers such as Ericsson and Alcatel-Lucent have extensive operations in China that serve foreign customers.
Huawei has long supplied mobile handsets to global phone carriers and is trying to develop its own a consumer brand, competing with Apple Inc. and Samsung Electronics Co. by marketing smart phones and other products under its own name.
This week, U.S. retailer RadioShack Corp. announced it will sell two Huawei phones as part of a new wireless venture.

For thousands of years, people have tinkered with the development of domestic chickens. Through selective breeding for a few characteristics such as large muscle mass and increased egg-laying, we have at the same time caused numerous other radical changes in appearance and behaviour. A research group at Link?ping University in Sweden has now shown how the size of a hen's comb is bound up with the ability to lay more eggs. The results have been presented in the scientific journal PLOS Genetics.
Compared with the original wild jungle hen, domestic hens have larger combs as well as denser bones. This influences egg-laying, as the hen's bone tissues provide calcium for the eggshells. The greater the bone mass, the more eggs she can lay.
After having spotted a clear correlation between comb size and bone mass in chickens from a cross between red junglefowl and domestic chicken, the research group ? under the leadership of evolutionary geneticist Dominic Wright ? set up a study where such chickens were crossed for several generations. In this way the genome was split up into smaller and smaller regions, which allowed the "mapping" of the functions of individual genes.
In the eighth generation, the researchers found an area that had a strong effect on the weight of the comb ? but also on bone mass and fertility.
The genetic variation has gradually decreased over the course of domestication. In domestic chickens there are now some 40 known small regions with stable genes that potentially govern their typical "domestic" characteristics. LiU researchers have now discovered two "pleiotropic" genes: two genes connected to each other that influence several characteristics simultaneously. By regulating the production of cartilage, they influence combs (which consist of cartilage throughout) as well as bone growth (where cartilage is the base material) and, ultimately, egg production.
"The original hens have smaller combs, thinner legs, and lay fewer eggs. When people bred for the characteristic of laying many eggs, the comb grew automatically," Dominic Wright says.
In nature, the comb is an example of a sexual ornament. At the start of August we pondered what the presence of independent food retailers and the quality and prices of their products tells us about the modern-day role of our town centres; how they contribute to the wider local economy and how high streets can differentiate themselves from out-of-town supermarkets? And we asked for your experiences and input into a short survey.
AMT?s Chris Wade reports on the results.
The butcher, the baker, the local cheesemaker?
For Starters:? Town Trends and Food
As we move through a period of austerity, it seems timely to look at the role of town centres and the relationships with trends in how we buy and consume food.? Whilst some may argue that the debate has already left the high street, for many this relationship still resonates in meaningful ways: many people are passionate that the choice and quality of local food on offer remains paramount; others are driven by maximising the local economic benefits from independently-owned businesses and local supply chains that connect with the countryside; and for some it?s about defining the future role and very survival of our town centres.
Certainly my own instincts suggest that food can still give people a reason to frequently visit and linger in our smaller town centres in a way that both meets expectations and offers something distinctive from larger centres, out-of-town retail parks and offerings on the internet.? If our towns can?t make a good job of feeding us and adding variety to our daily fare; what other pretentions can they rightly have?
So forget current ponderings about the fortunes of big high street names or the prospects for modern day consumables and services that we can buy on-line as easily as in town; let?s take a look at the health of our town centres in terms of how they gives us our daily bread, cheese, sausages, pot of tea or pint of beer! How is the basic food and drink offering that has taken us to town for decades faring or re-inventing itself to remain both competitive and appealing in a post-recession world where the big supermarkets appear to be getting better at capturing even more of our hard-earned cash?
It is with these issues in mind, that I have turned to twitter and other social media to put out some summer feelers and gauge the realities in ordinary towns.? In doing so, I draw gratefully on many down-to-earth contacts made through my role with Action for Market Towns but the interpretation and sentiments are my own.
Main Course: Analysis of Summer Survey
My summer survey is simple and doesn?t pretend to be scientific.? I am simply asking townsfolk to complete a two minute survey telling me if they have independent butchers, bakers, delicatessens, fishmongers, greengrocers, cafes or pubs pulling locally brewed pints.? I also ask if there is a regular market, farmers market or an in-town or out-of-town supermarket.? The idea is this can give some supplementary understanding to sit alongside the detailed national benchmarking of town centres that AMT already conducts each year.? And tell me where I can buy a pound of local sausages and wedge of tasty cheese on my travels!
I will be sharing the results in full at a talk I am giving at the Abergavenny Food Festival in September, but here for now is a taste of what I have found out so far and a flavour of the British high street in Summer 2012.
The first thing to say is that for a large part the findings so far paint a positive picture of what we can buy in our local town centres.? Bakers it seems have risen to the challenge and butchers are thriving in the cut and thrust of the British high street ?in recession.
Top-marks from me go to the Yorkshire town of Wetherby where you can not only buy a full basket of local produce from the likes of Johnson?s Greengrocers, Lawler?s Fishmongers and the Oven Door but you can top-up your shopping at the weekly market or monthly farmers market.? There is a Morrison?s too in the town centre that means that shoppers can meet all their needs without wandering out-of-town or further afield.? What?s more you can get a great sense of what the town has to offer from your arm chair:? The footage of shopfronts and shopkeepers? shown on the ISPITV community webpages, tempts me to stop and shop the next time I am hurtling past on the A1. Take a virtual stroll and see if you agree.
Forest Row in East Sussex with a population under 4,000 comes a close second, as all this large ?village? seems to lack is a weekly market.? Likewise the market towns of Totnes, Barnstaple, Malton and Kendal all seem to be thriving rather than simply surviving. Indeed, I only marked them down because of the apparent presence of new out-of-town supermarkets that might draw shoppers away from their centres ? a hot topic that we will be debating when Kendal hosts our towns Convention in October.
I also raise my glass of local ale to Biggar in South Lanarkshire which has the full spread of food and drink businesses serving its townsfolk despite there being only just over 2000 of them. The town centre has a new Cooperative supermarket and so it will be interesting to track changes and see if this adds to the local offering and ? you guessed it ? makes it Biggar and better!
Talking of size, from the survey results there is the suggestion of an optimum size for a ?foodie? town. Whilst small, isolated towns like Kirkby Stephen, Hay-on-Wye and Stromness in Orkney are largely self-sufficient in local food, there seems to be an optimum population size of 7 to 14,000 that mean people can pop in to town to food shop in towns like Cockermouth, Pocklington and Garstang. As convenience drops and rents go up, it is not surprising to find fresh food is scarce in larger towns and cities but Macclesfield and St Albans show a mix can be maintained.
There is no decisive data yet on whether supermarkets were the cause or effect of town centre decline though there is the suggestion of a trend that out-of-town supermarkets are more prominent where the food offering is either strongest or weakest. Fascinating to be reminded too that supermarkets haven?t reached every town and so the folk of Newent, Gloucestershire and Holmes Chapel, Cheshire don?t have that shopping choice on their doorstep.
My local fishmonger once told me he was shutting shop permanently ?because all his ?customers are dying.?? So not a surprise to see that a wide selection of fresh fish is scarce on our high streets.? More shocking for me was to find from the sample of towns that greengrocers had disappeared from nearly a third of town centres and supermarkets were often the only place to source the much lauded ?five a day?.? Indeed fishmongers and greengrocers seem to be a thermometer to the health of our high streets.
Comparing these summer survey results with understanding that AMT already holds on types of towns reveals that trends are as much about the people as the places.? Maybe not surprisingly, the social make-up of the local population including age and income seem to influence the food on offer on the high street. Rural towns surrounded by farmers? fields and with a greater proportion of young, single people in routine work, seem to have less of choice in the range and quality of local food than towns in attractive areas of country characterized by older persons, a tourist economy and higher numbers of second homes.
Thus Market Rasen and Liskeard ? both ?Portas Pilots? ? don?t currently match the local produce on offer in Bakewell or Aldeburgh. Wander in to your town centre mid-week and think what the average age of shoppers tells you about the long-term sustainability of what?s on offer.
Some Thoughts to Take-Away
There are lots of issues around providing food in hard times; not least of which that last year twice as many people turned to help from food banks whilst perversely obesity remains a modern-day malaise.? Whilst acknowledging these as critical issues, the purpose of this summer survey and commentary is to start to get to grips with whether our town centres are meeting our needs; and consequently whether we will continue to need our town centres.
Maybe that fishmonger?s remark thrown away with the skins and bones offers some pointers to a revived recipe for the raison d?etre for our small town centres and the role of local food in reconnecting with busy people.
I look forward to picking-up the debate at the Abergavenny Food Festival and beyond. Why, for example, does a town that hosts a nationally important celebration of food in an area that abounds with fine eateries, offer a meagre choice of independent outlets on its high street and need a food bank to ensure nobody goes hungry?? I look forward to a continuing dialogue.

Texas pilot killed in Iowa air show crash
DALLAS (AP) ? Glenn Smith left a lucrative job at a Dallas-area technology firm for an early retirement of restoring Soviet fighter jets and flying to exhibitions across the country.
He died Saturday when his nearly 30-year-old training plane nosedived during an air show in eastern Iowa and crashed into a field, authorities said. Spectators watched the 59-year-old Smith's plane erupt into flames, followed by a cloud of gray smoke. Nobody on the ground was hurt.
Smith had been flying in formation with other members of the HopperFlight team at the Quad-City Air Show in Davenport.
The National Transportation Safety Board is investigating the crash. Senior air safety investigator Aaron Sauer said Sunday that a preliminary report on the crash is expected within a week, but a final report will likely take several months.
He said inspectors would examine the few remaining pieces of the plane, as well as Smith's autopsy and toxicology reports.
Smith did not make a mayday call or suggest any sign of distress before the crash, according to Sauer and Randy Ball, a good friend of Smith's.
Ball said Smith was a meticulous flier who would map every step of a flight plan beforehand.
"They practiced the day before and everything went fine," Ball said.
Smith was a longtime technology entrepreneur whose company was acquired by Tyler Technologies, a Dallas-based company that develops software for local schools and government clients, in 1998. He remained an executive at Tyler until 2006, the company said in a statement.
After retirement, Smith focused on collecting and flying vintage planes. He kept two rare Soviet MiG-17 fighter jets at the Historic Aviation Memorial Museum in Tyler, about 90 miles east of Dallas, museum president Carolyn Verver said.
Ball, who also owns a MiG-17, said he spent countless hours working on planes with Smith. Smith loved to preserve planes so others could see and appreciate them, Ball said.
"Those guys are literally using their own money to save a part of history and share that history with everybody else," he said.
Smith was also the newest member of the "Hoppers," according to the team's website. The Hoppers are a group of pilots who privately maintain and fly L-39 fighter jets at air shows and other exhibitions. The L-39 Smith flew Saturday was made by a company in the former Czechoslovakia in 1984, according to a Federal Aviation Administration registry.
"He kept it absolutely immaculate," Ball said.
Part of the Hoppers' mission is to introduce American audiences to planes produced and used by the country's former enemies, according to the website.
"It is important for people to remember and for young kids to learn, so that history does not repeat itself," the website said.
According to the HopperFlight site, Smith had been a pilot for a quarter-century and has a commercial pilot's license with an additional instrument rating certification. Details about Smith's flight history from the FAA were not immediately available Sunday.
A squadron of planes flew over the crash site Sunday in the "missing man" formation before the air show continued.

JERUSALEM (AP) ? One of Israel's wealthiest businessmen may quickly be going from riches to rags, and experts warn he could drag Israel's economy down with him.
Nochi Dankner, a favorite of Israel's business community who is often credited with helping rescue Israel's economy at the height of a Palestinian uprising, is struggling to keep his mammoth holding company above water.
IDB Holding Corp., which controls a large piece of the Israeli economic pie ? a large cellphone company, a major supermarket chain, an insurance company and a cement producer monopoly, among other concerns ? announced over the weekend that it may not be able to pay tens of millions of dollars of debts in the coming year.
The plight of Dankner has raised concern that his bondholders could lose on their investments and Israelis could see their retirement funds, heavily exposed to IDB investments, in danger.
"We are now going through difficult times. It's not easy for any of us," Dankner began a letter to employees last weekend.
Israel's finance minister, Yuval Steinitz, sought to douse the flames, estimating a "less than one in a thousand" chance that Israeli citizens' pensions would be affected.
Economists forecast a much gloomier picture should Dankner's company founder. Because so much of Israel's economy is controlled by Dankner's holding company, Israel is in more danger than the U.S. economy was in during the credit crisis of the late 2000s, said Daniel Doron, director of the Israel Center for Social and Economic Progress.
"It's a domino effect," said Doron. "Creditors would lose money. A lot of people would lose jobs. It would be a great tragedy."
The 58-year-old billionaire's downturn has come swiftly.
Born to an aristocratic Israeli family with a powerful investment firm, Dankner made a mark in 1999 when he sold his shares in the firm to his relatives for $100 million.
His timing was right. A year later, a Palestinian uprising erupted, paralyzing Israel's economy and causing the shares in his family's business to tank.
At the height of the uprising, Dankner and his partners borrowed millions of dollars from Israeli banks and bought IDB Holding Corp.
"No one understood who would buy during the crisis ... it was a deal that amazed everyone," said Stella Korin Lieber, a commentator at the Globes financial newspaper. "He signaled the end of the crisis."
Under Dankner's leadership, IDB became Israel's largest holding company, and Dankner became a celebrity. Last year, he garnered 11th place on Forbes Magazine's ranking of wealthy Israelis. He was known to travel in a private jet and to lunch with his longtime friend, Prime Minister Benjamin Netanyahu.
His public image was as a handsome, mild-mannered man with a spiritual side, traveling to Nepal to study Buddhism and forging a close relationship with a Kabbalistic healer in Israel known as the "X-ray Rabbi."
In 2006, as rockets rained down on northern Israel during its war with Hezbollah in Lebanon, Dankner visited Israelis in bomb shelters and donated large sums for their welfare.
Then he became overconfident, Korin Lieber said.
In 2007, he and another Israeli billionaire invested in plans to build a Las Vegas casino when U.S. real estate prices were at their peak, and the project quickly tanked. From 2008-2010, a Dankner subsidiary bought shares in the Swiss multinational bank Credit Suisse, but last year lost millions of dollars in the deal. He also bought Maariv, an unprofitable Israeli daily newspaper, in what was seen as more of an ego trip than a smart business decision.
Then last summer, hundreds of thousands of Israelis took to the streets to protest the country's high cost of living.
Dankner's picture was plastered on protesters' posters ? one of many business tycoons accused of monopolizing much of the Israeli market, keeping prices high.
Food prices came down, the government facilitated more cellphone companies to enter the market, and Dankner's supermarket chain and mobile phone company suffered losses.
"He didn't pay attention to the changes that were taking place in the business world," Korin Lieber said. "He had a lot of arrogance and conviction ? 'we will be fine.'"
Dankner has vowed to meet an $8.8 million payment to one group of bondholders this week. The company owes about $425 million to bondholders and $75 million to Israeli banks, Israel's Haaretz daily reported. IDB Holding Corp. is asking for more time to find another investor for the company.
At a meeting of bondholders Monday, one bondholder told Israel's Channel 10 TV that Dankner should dip into in his own wealth to repay his debts.

NEW ORLEANS (AP) ? Much of a finger-shaped parish southeast of New Orleans was still covered with floodwater Sunday and more than 200,000 people across Louisiana still didn't have any power, five days after Isaac ravaged the state. Thousands of evacuees remained at shelters or bunked with friends or relatives.
"My family is split up," said Angela Serpas, from severely flooded Braithwaite in Plaquemines Parish. Serpas and her daughter were staying with her in-laws while her husband and son were staying in Belle Chasse, a suburban area of the parish.
"This is the second time we've lost our home. We lost it in Katrina," she said.
At least seven people were killed in the storm in the U.S. ? five in Louisiana and two in Mississippi. More than 2,800 people were registered at various state, local and Red Cross shelters in the state, down from around 4,000 earlier. State officials were uncertain how many people would eventually need longer-term temporary housing. Kevin Davis, head of the state's emergency office, said that housing would likely include hotels at first, then rental homes as close as possible to their damaged property.
President Barack Obama was to visit Louisiana Monday, a day ahead of the Democratic National Convention. He will meet with local officials, tour storm damage and view response and recovery efforts before addressing reporters at Saint John the Baptist Parish, the White House said. Republican presidential nominee Mitt Romney visited the state Friday. Obama's Homeland Security Secretary, Janet Napolitano, visited Bay St. Louis, Miss., and Slidell, La., on Sunday.
"We are part of a team to make sure Hurricane Isaac is put to rest as soon as we can for all those affected," Napolitano said. "In the meantime, please know all of us are thinking about those in Louisiana who are without their homes or without their businesses."
Progress was evident in many places. Workers continued their return to offshore oil and gas production platforms and drilling rigs, electricity came on for hundreds of thousands of people and the annual Southern Decadence Festival, a gay pride celebration, carried on in the French Quarter.
In Baton Rouge, thousands of gamblers even gathered for the opening of Louisiana's newest riverboat casino? an opening that was delayed three days by Isaac.
Crews in the town of Lafitte intentionally breached a levee Sunday night in an effort to help flooding there subside, Jefferson Parish Councilman Chris Roberts told The Times-Picayune.
In the New Orleans region, there were signs of a slow recovery. Workers continued to deal with toppled trees and downed power lines, driving remained hazardous in areas without working traffic lights, and New Orleans opened two cooling shelters so those with no electricity could escape the heat.
Much of Plaquemines Parish, a vulnerable finger of land that juts into the Gulf of Mexico, remained under as much as 5 feet of water, Parish President Billy Nungesser said. The Category 1 hurricane walloped the parish, and for many, the damage was worse than that from Katrina in 2005.
"I've never seen water come up this quick this fast," he said.
Nungesser said there were reports that cattle in the largely rural parish took refuge on porches. In one instance, cattle broke through a window and lumbered onto furniture to stay above water.
Controlled breaches of one overtopped levee and additional pumps are being used to get rid of the water.
Business owners and residents who evacuated from the west river bank of flooded south Plaquemines Parish will be allowed to return temporarily with police escorts on Monday.
Suburban communities farther north also had problems. Near Lake Pontchartrain, St. Tammany Parish officials kept watch over potential trouble spots along Isaac-swollen waterways.
An evacuation near the community of Bush was dialed back Sunday after authorities stabilized a lock in danger of failing on the Pearl River Diversion Canal. But St. Tammany authorities also were keeping an eye on the West Pearl River. Parish spokeswoman said about 5,000 homes near that waterway could be affected if it floods.
But St. James Parish officials ordered a curfew until 6 a.m. Monday as the Blind River stayed at a 5.6-foot crest for 24 hours, and about 20 houses flooded. A state news release said 10 buses had been sent to the parish in case evacuation was necessary, and that about 150 National Guard soldiers had also been directed there.
In Mississippi, Gov. Phil Bryant reported 125,000 people were evacuated, though most returned home Sunday. Less than 100 people remained in shelters. Bryant said 924 people had to be rescued during Isaac.
Entergy, which provides power to most of the people who lost it, was under fire over the weekend from local government officials for what they said was a slow pace of restoration. Jefferson Parish President John Young said widespread outages were hampering businesses' recovery from the storm and he would ask the state Public Service Commission to investigate.
Entergy spokesman Chanel Lagarde noted that Isaac had lingered over the state after Tuesday's landfall and said Friday was the first day the corporation could get restoration efforts into high gear.
"We are working hard. We do have a good plan and we're going about it in an approach that we think is going to be effective," Lagarde said.
In Mississippi, about 1,600 Entergy customers awaited power. Roughly 5,000 served by not-for-profit electric associations also had no service.
Napolitano met with Mississippi emergency officials and Bryant at a fire station in Bay St. Louis, Miss., and was scheduled to make a stop in Louisiana later in the day.
Bay St. Louis was devastated by Katrina seven years ago, but this time it was protected from Isaac's surge by a new seawall.

Obama Jumps Into National Security Void Left by Romney
A day after Republican presidential nominee Mitt Romney gave a convention acceptance speech that didn?t mention Iraq, U.S. troops or the decade-long war in Afghanistan, President Obama visited Fort Bliss in Texas. On Saturday, as Romney released a podcast on his five-point economic plan, Obama used his video address to highlight the Fort Bliss visit and his commander-in-chief role. Then he went to Iowa and hammered the point home some more.
Coincidentally or not, the video and campaign rally made a contrast with Romney by focusing on all three of the subjects the GOP nominee left out of his speech. Obama said in his video address that he met with Iraq war veterans Friday at Fort Bliss to mark the second anniversary of the end of major combat in Iraq. He said U.S. troops in Afghanistan have ?broken the Taliban?s momentum? and begun the transition to full Afghan leadership of the war effort by 2014. And he heaped praise on U.S. troops as patriots who performed every task before them with "precision, commitment and skill."
At a rally in Urbandale, Iowa, Obama said he was bringing soldiers home from Afghanistan and specifically noted that Romney had not mentioned that war in his convention speech. As for Iraq and Osama bin Laden, "I said we?d end that war and we did. I said we?d take out bin Laden and we did," Obama said. This was after he'd been introduced by an Iraq veteran who went to college on the GI bill.
Romney last October called Obama?s phaseout of Iraq combat operations ?naked political calculation or simply sheer ineptitude.? He has also criticized Obama for announcing a timetable to transition to Afghan leadership in Afghanistan. But he?s bucking public opinion on both counts.
Ending the Iraq war was a popular Obama campaign promise that he has kept. And the public has increasingly turned against the Afghanistan war, to the point where Clint Eastwood was applauded by delegates at the Republican convention when he criticized the war and asked why Obama didn?t just bring the troops home ?tomorrow morning.?
Romney said Saturday at a rally in Cincinnati that "our men and women in uniform continue to defend freedom today. I love those people who serve our great nation."
The lines came after some conservatives, led by Weekly Standard editor William Kristol, lamented Romney?s failure to mention the war or the 79,000 troops in Afghanistan in his convention speech. Kristol called it ?a failure of civic responsibility? and wondered if a presidential nominee during wartime had ever before ignored ?the war and our warriors? in that type of speech. ?I doubt it,? he said.
The Associated Press went to the history books and found that war had been addressed in every Republican acceptance speech since 1956, in both wartime and peacetime.
Obama, who gets good marks from the public on his handling of terrorism and foreign policy, is already taking advantage of the opening left by Romney. Get ready to hear even more about his commander in chief credentials in the days leading up to the Democratic convention that starts Tuesday in Charlotte.
Beyond the Fort Bliss visit and Saturday?s video address, the Obama campaign said Saturday the president will finish his ?road to Charlotte? tour Tuesday in Norfolk, Va. The city is home to NATO defense headquarters and the largest naval base in the world.
Democrats have already announced a national-security focus on the final night of their convention during the primetime hour carried by network television. Sen. John Kerry -- former presidential nominee, current chairman of the Senate Foreign Relations Committee and possible future secretary of state -- will discuss Obama?s national security record Thursday night just before Vice President Biden and Obama himself address the convention and the nation.
In his video address, Obama said that ?next month, the last of the troops I ordered as part of the surge against the Taliban will come home? from Afghanistan. That?s a development bound to be welcomed by a war-weary public, and one that Obama will no doubt showcase as a sign of progress toward the finish line of a long, tough slog.
