Et j'ai rapidement eu un souci avec l'appareil photo...
A part quelques rares fois o? ?a fonctionne correctement, deux soucis se pr?sentent:
- soit, ? l'ouverture de l'application, l'?cran est noir
-soit il ne fait pas la mise au point (le plus souvent)
J'ai pu remarquer que lorsque j'utilise l'objectif situ? c?t? ?cran, la mise au point se fait sans probl?me.
Voil?, je n'ai pas trouv? de r?ponse dans le forum ? ce probl?me.

Viewpoint has been asked by Hertfordshire Partnership University NHS Foundation Trust (HPFT) to run a one off focus group to learn from people in Watford and Hertsmere about their experiences in the past year of local community mental health services. The information collected will be used to inform a review by HPFT of a pilot project which aims to improve the experiences of people using local services.

Your views will be passed on anonymously so you are able to speak freely in a relaxed and friendly environment.

We are an independent Hertfordshire service user involvement charity which specialises in involving people who use mental health or drug and alcohol services so that their experiences can have a positive influence on provision.

It is important that we hear your views and ideas to help make the pilot project work.

Obama Vetoes Ban On iPhone And iPad - Business Insider

President Barack Obama vetoed an International Trade Commission (ITC) ban on some models of the iPhone and iPad today.

The ban started in June and only affected older models like the iPhone 4 and the iPad 2 with cellular data connection. At the time, the ITC said those devices violated patents from Samsung.

Since iPhones and iPads are made overseas, the ITC was able to block them from being imported to the U.S. Obama's veto today means Apple will be able to ship those devices without worry.

In rare appearance, Hassan Nasrallah vows to ?remove? Israel

(JTA) ? In a rare public appearance, Hezbollah leader Hassan Nasrallah said of Israel, ?removing it is a Lebanese national interest.?

?Israel poses a danger on all people of this region ? including Lebanon,? Nasrallah said Friday?in southern Beirut in what the World Bulletin news site said was his first public appearance since last September.

Nasrallah has lived in hiding for fear of assassination by Israel since Hezbollah fought a monthlong war with Israel in 2006.

Speaking of Palestine, he said Palestinian leaders have no right to compromise on the land.

?The Palestine which we mean is a Palestine which stretches from the [Mediterranean] sea to the [Jordan] river and it should return to its rightful owners,? Nasrallah said, the Israeli news site Ynet reported. ?No king, president, sheik, state or country has the right to give up even one clod of Palestinian land.?

His speech was delivered to an audience at an event marking al-Quds Day ? a day devoted to Jerusalem and its extraction from Israeli control that was celebrated originally in 1979 in Iran. Nasrallah usually gives speeches via television screens.

(AP) ? Clint Dempsey is returning to Major League Soccer, ending his six-year spell in English soccer.

The 30-year-old Dempsey played for the New England Revolution from 2004-06 before joining Fulham in 2007. He moved to Tottenham last summer and scored 12 goals in 43 games, but wasn't a regular.

"We have reached agreement with Major League Soccer for the transfer of Clint Dempsey," Spurs said in a statement Saturday. "We wish Clint every success for the future."

Tottenham didn't say what team Dempsey was going to, but reports had him linked to the Seattle Sounders. The Sounders cleared one of their three designated player slots earlier this week when midfielder Shalrie Joseph restructured his contract to no longer be counted as a designated player.

The team website also asked fans to arrive 15 minutes early to Saturday night's game against FC Dallas for what the club called a "special presentation."

Dempsey raved about Seattle when the city hosted the U.S. against Panama in a World Cup qualifier in June.

"It's great to see the game is building and there are markets like this where people have so much passion for the game," he said.

A star for the U.S. national team, Dempsey wasn't a regular in Andre Villas-Boas' starting lineup. Even so, his move is somewhat surprising because Tottenham could also lose forward Gareth Bale this offseason to Real Madrid.

One of the most successful Americans to play in England's top league, Dempsey was first sold from the Revolution to Fulham in 2007. Dempsey spent five years playing at Craven Cottage, where he scored 50 goals in 184 league appearances and became a fan favorite. Last year with Tottenham, Dempsey scored seven goals in 29 Premier League matches, scored three times in two FA Cup matches and had two more goals in 10 other games.

As his stock in Europe rose, so did Dempsey's role on his national team. He's played in eight games in 2013 for the United States and scored five times. His next international appearance for the Americans will be his 100th, and he's served as the U.S. captain most of this year when Landon Donovan was out.

Dempsey came to England as an attacking midfielder but has developed into a potent forward in recent seasons, starting up front for the U.S. too.

NetZero strikes deals to use Sprint LTE and Verizon 3G

We like the idea of NetZero's budget-friendly mobile broadband -- just not its use of Clearwire's small, aging WiMAX network. The provider should soon take care of that problem through new MVNO agreements with Sprint and Verizon. The five-year Sprint pact gives NetZero both LTE and EV-DO; the Verizon deal serves more as a safety net, supplying EV-DO alone for three years. Both agreements only take effect in the second quarter of 2014, but they should finally give the NetZero broad coverage and higher peak speeds that it needs to compete with more expensive rivals.

US employers add 162K jobs; rate falls to 7.4 pct.

WASHINGTON (AP) ? U.S. employers added 162,000 jobs in July, a modest increase and the fewest since March. At the same time, the unemployment rate fell to a 4?-year low of 7.4 percent, a hopeful sign.

Unemployment declined from 7.6 percent in June because more Americans found jobs, and others stopped looking and were no longer counted as unemployed.

Still, Friday's report from the Labor Department pointed to a less-than-robust job market. It suggested that the economy's subpar growth and modest consumer spending are making many businesses cautious about hiring.

The government said employers added a combined 26,000 fewer jobs in May and June than it previously estimated. Americans worked fewer hours in July, and their average pay dipped. And many of the jobs employers added last month were for lower-paying work at stores, bars and restaurants.

For the year, job growth has remained steady. The economy has added an average 200,000 jobs a month since January, though the pace has slowed in the past three months to 175,000.

Nariman Behravesh, chief economist at IHS Global Insight, called the employment report "slightly negative," in part because job growth for May and June was revised down.

Scott Anderson, chief economist at Bank of the West, said it showed "a mixed labor market picture of continued improvement but at a still frustratingly slow pace."

The reaction from investors was muted. The Dow Jones industrial average fell about 9 points in midafternoon trading. The yield on the 10-year Treasury note fell to 2.62 percent from 2.71 percent.

The Federal Reserve will review the July employment data in deciding whether to slow its $85 billion a month in bond purchases in September, as many economists have predicted it will do. Weaker hiring could make the Fed hold off on any pullback in its bond buying, which has helped keep long-term borrowing costs down.

Beth Ann Bovino, senior economist at Standard & Poor's, said she thinks Friday's report will make the Fed delay a slowdown in bond buying.

"September seems very unlikely now," she says. "I'm wondering if December is still in the cards."

Still, it's possible that the lower unemployment rate, along with the hiring gains over the past year, could convince the Fed that the job market is strengthening consistently.

"While July itself was a bit disappointing, the Fed will be looking at the cumulative improvement," said Paul Ashworth, chief U.S. economist at Capital Economics. "On that score, the unemployment rate has fallen from 8.1 percent last August to 7.4 percent this July, which is a significant improvement."

The government uses a survey of mostly large businesses and government agencies to determine how many jobs are added or lost each month. That's the survey that produced the gain of 162,000 jobs for July.

It uses a separate survey of households to calculate the unemployment rate. That survey captures hiring by companies of all sizes, including small businesses, new companies, farm workers and the self-employed.

The household survey found that 227,000 more people said they were employed last month. And 37,000 people stopped looking for work and were no longer counted as unemployed.

The number of self-employed jumped 241,000, or 2.6 percent, to 9.7 million ? the most in eight months. This group includes freelance workers, construction contractors, lawyers and other professionals with solo practices and farmers and ranchers.

Combined, those factors explain why the unemployment rate declined from 7.6 percent to 7.4 percent.

More than half of July's job gain came from lower-paying industries, extending a trend that is limiting Americans' incomes and possibly slowing consumer spending. Retailers, for example, added nearly 47,000 jobs ? the biggest gain for any industry last month. Restaurants and bars added 38,400.

One Atlanta-based retailer, Cellairis, which sells mobile phone accessories, says it hired about 75 employees last month to meet growing demand. The company has 650 U.S. outlets, nearly all of them mall kiosks. It plans to add 45 walk-in stores this year.

"People are willing to spend more now to protect and personalize their devices," said CEO Taki Skouras.

By contrast, employers in higher-paying industries, like Stripmatic, a steel parts maker in Cleveland, remain wary. Stripmatic hasn't hired anyone since adding five workers in the first three months of the year. Revenue has been 10 percent below projections this year.

The company's exports have picked up a bit in Mexico and Brazil but remain flat in Asia. Company President Bill Adler says he's concerned that slower growth in China could hamper his overseas sales this year.

Low-paying industries have accounted for 61 percent of jobs added this year, even though they represent only 39 percent of U.S. jobs overall, according to Labor Department numbers analyzed by Moody's Analytics. Mid-paying industries have accounted for fewer than 22 percent of the jobs added.

Some job gains were made in higher-paying fields last month. Financial services, which includes banking, real estate and insurance, added 15,000. Information technology added 4,300, accounting 2,500. And manufacturing added 6,000 jobs, though that figure was offset by an equivalent loss in construction.

One growing source of better-paying jobs is local governments. They've now added jobs for five straight months and have helped offset job cuts by state and federal governments.

The result is that governments overall are much less of a drag on hiring than they were earlier in the economic recovery. All told, they've shed 39,000 jobs in the 12 months that ended in July. That's down from a loss of 137,000 in the 12 months that ended in July 2012.

Most of the hiring by local governments has been for teachers and other jobs related to education. Local property tax revenue, a key source of funding for counties and cities, fell after the recession but has begun to recover in some communities. Nationwide, home prices have risen steadily, a trend that typically leads to higher property tax revenue.

More broadly, many of the jobs added in July are only part time. The number of Americans who said they were working part time but would prefer full-time work stands at 8.2 million ? the highest since last fall. Part-time jobs account for 65 percent of the jobs added in July and 77 percent of those added this year.

The percentage of Americans either working or actively looking for work dipped in July to 63.4 percent. This is called the "labor force participation rate." The participation rate has been generally declining since peaking at 67.3 percent in 2000. That's partly the result of baby boomers retiring and leaving the workforce.

Job gains are being slowed by the economy's tepid growth. It grew at an annual rate of just 1.7 percent in the April-June quarter, the government said this week. That was an improvement over the previous two quarters, but it's still far too weak to rapidly lower unemployment.

Recent data suggest that the economy could strengthen in the second half of the year. The housing market is rebounding. Factories increased production and received a surge of orders in July, propelling the fastest expansion in more than two years.

Businesses have ordered more equipment for four straight months. Europe's troubled economies are showing signs of recovery, potentially a lift to U.S. exports.

U.S. automakers are reporting their best sales since the recession, a sign that Americans are confident enough in their finances to make large purchases. Car sales rose 14 percent in July from 12 months earlier to 1.3 million.

(AP) ? Prime Minister Kevin Rudd called an election for Sept. 7 and said Sunday that it will be fought over who can be trusted to manage the Australian economy as it transitions from a decade-old mining boom fed by Chinese industrial demand that is now fading.

In starting the five-week election campaign, Rudd said the economy can no longer rely on Chinese demand for iron ore and coal that made the country one of the few wealthy nations to avoid a recession during the global economic downturn.

"Who do the Australian people trust to best lead them through the new economic challenges that lie ahead?" Rudd asked at a news conference at Parliament House.

Rudd conceded that his center-left Labor Party was the underdog, saying his advisers had told him that if the election had been held this weekend, his government would have lost.

But opinion polls also show that more voters prefer Rudd, a 55-year-old Chinese-speaking former Beijing diplomat, as prime minister than opposition leader Tony Abbott, a former Roman Catholic seminarian and journalist who is also 55.

Latest economic figures show a sharp decline in the nation's finances, with the Treasury Department last week raising its estimated deficit for the current fiscal year to 30.1 billion Australian dollars ($26.8 billion) due to the mining slowdown. The new forecast for the year ending June 30, 2014, was AU$12 billion worse than the department's last forecast in May.

The government also announced a AU$33.3 billion shortfall in the revenue forecast over the next four years ? a deterioration of about AU$3 billion a week since the May forecast.

Economic growth for the fiscal year, forecast at 2.75 percent in May, was downgraded on Friday to 2.5 percent.

The unemployment rate forecast in May to rise to 5.75 percent in the current fiscal year was revised up to 6.25 percent.

The conservative Liberal Party-led opposition coalition has accused the government of wasting money on stimulus spending after the last conservative government delivered surplus budgets year after year until it lost power in 2007. But economists largely applauded Labor's early spending.

After the election was announced, Abbott promised to "get the budget back under control," and listed scrapping the unpopular carbon tax among his top priorities if elected.

The election promises to be an extraordinary contest for Australian politics. Labor leads Australia's first minority government since World War II, and polls suggest the opposition faces an easier task picking up seats than Labor does.

Labor holds 71 seats in the 150-seat House of Representatives where parties form governments. The opposition holds 72 seats, with the remainder held by independent lawmakers or sole legislators from minor parties.

A recent poll has shown that secrets spiller Julian Assange and his WikiLeaks Party have a realistic chance of winning seats in the 78-seat Senate.

Rudd was first elected prime minister in 2007, but was ousted in 2010 by his then-deputy, Julia Gillard, in an internal leadership showdown among Labor lawmakers.

He was dubbed "Recycled Rudd" by the media when he reclaimed the leadership in a similar challenge on June 26 as the government faced the prospect of a loss of historic portions with Gillard at the helm.

Since then, Rudd has changed several key policy positions, and opinion polls suggest Labor is closing the opposition's lead.

Nick Economou, a Monash University political scientist, said Rudd had been surprisingly successful in portraying himself as a new prime minister instead of the same leader who was once dumped by his colleagues.

"If Rudd can ram home that advantage, then Labor has got a chance," Economou said.

"The task for Abbott is to try to remind people that it's Rudd, he's the leader of a party that's been in government for a long time and is really at war with itself," he added.

A major policy difference is Abbott's opposition to charging polluters for their carbon gas emissions, despite Australia having some of the world's worst emission rates on a per capita basis. He has vowed to give priority to scrapping both the carbon and mining taxes.

Both taxes were introduced by Labor in July 2012. The carbon tax on Australia's biggest polluters rose from AU$23 a metric ton of carbon dioxide to AU$24.15 from July 1, 2013. The opposition argues this is the world's highest tax rate on carbon dioxide and is making Australian industry uncompetitive.

The tax is due to be replaced in 2015 by an emissions trading scheme, in which the cost of emitting a metric ton of carbon would be determined by buyers and sellers in a carbon market.

Rudd has pledged to bring forward the emission trading scheme linked to the European market by a year to July 2014, reducing the cost to Australians of emitting a metric ton of carb dioxide from AU$25.40 to an estimated AU$6.

The 30 percent mining tax on the profits of iron ore and coal miners was designed to cash in on burgeoning profits from a mineral boom fueled by Chinese industrial demand. But the boom was cooling before the tax took effect, with prices for iron ore and coal peaking in 2011. The tax was initially forecast to earn the government AU$3 billion in its first year, but collected only AU$126 million after six months.

Hot fashion names have designs on Mayfair for their first London stores

Beckham is in talks to open her first shop in Dover Street. Her new line has been em-braced by the fashion pack and she is reported to be expanding her Battersea headquarters into a former Spar shop because of the growing number of staff.

The former singer has been looking for a central London store for months, and as a fan of Dover Street Market she wanted to find a spot close by. Alexander McQueen opened its McQ line in the street last year, and Beckham?s advisers are now negotiating to take the lease of No?36.?

Meanwhile, London Fashion Week favourite Ilincic has agreed a deal to open in Mount Street. It has already attracted a number of top brands including Marc Jacobs and Christian Louboutin, and Ilincic plans to open opposite Lanvin at 9 Mount Street.

Central Saint Martins star Kane is also close to choosing a location for his first store. The brand is now part-owned by French luxury goods group Kering, whose owner Fran?ois-Henri Pinault has spoken of the importance of finding a London flagship for Kane.

The designer and the brand?s new chief executive Alexandre de Brettes will choose the site. Kane?s favoured locations surround Bond Street, and as a result, nearby streets may soon match it as a fashion hub. Anthony Selwyn, a property agent at Savills, which recently let a store in Albemarle Street to designer Amanda Wakeley, said: ?While Bond Street will always maintain its positioning as ?super prime?, a number of fast-maturing streets including Conduit, Albermarle and Dover are capturing the imagination of young designers.? Ilincic?s adviser Paul Souber, of Briant Champion Long, added: ?London is creating new luxury shopping pitches around Mayfair, and Mount Street has been attracting a growing number of international luxury retailers.?

Beckham would not comment on her plans but a spokeswoman said: ?A store in London is under discussion.?

Twitter Reacts to Hottest NBA Free Agency Rumors Surrounding Mo Williams

Most stars have been plucked from NBA free agency, but there is one Mo guy on the market. The Memphis Grizzlies, Miami Heat and New York Knicks are fighting over former Utah Jazz point guard Mo Williams, who could boost the teams from playoff-bound to Finals contenders.

Williams is a good shooter, who has put up at least 12.0 points per game for eight consecutive years and has averaged 5.0 assists per game over his career.

Twitter has been full of pitches from fans hoping to woo Williams, who is expected to make his decision any day now. Each team offers Williams something different, from the starting reins, to the limelight, to being Mr. Offense off the bench.

Memphis Grizzlies

Williams would need to accept a bench role, but going to the Grizz could be his best move. Memphis is a serious playoff threat, and Williams just spent three days meeting with Grizzlies? personnel, showing his legitimate interest in the team.

Mike Conley isn?t moving out of the starting five, so Williams would be the team?s sixth man, a role he thrived in with the Los Angeles Clippers two years ago.

Adding Williams would allow Jerryd Bayless to compete with Quincy Pondexter as the backup shooting guard, or Pondexter could challenge the recently signed Mike Miller as the reserve 3.

The Grizzlies could use Williams? 38.6 percent career three-point shooting percentage after taking less threes than any other team in the NBA. When Zach Randolph and Marc Gasol get double-teamed in the paint, the big men can kick the ball out to Williams and Miller on the perimeter.

Miami Heat

One of the only holes in the Heat?s roster is at point guard, and Williams was named to the 2009 All-Star team while complementing LeBron James on the Cleveland Cavaliers. The two could reunite if Williams takes his talents to South Beach.

After LeBron left Cleveland, Williams reacted like a high school cheerleader who just got dumped by the homecoming king. They had only been teammates for two years, but Williams told Yahoo! Sports? Mark J. Spears, ?I really sat down and envisioned life after basketball?I really saw myself not playing.?

The Heat?s other weakness is at center, and Miami has been pursuing Greg Oden?s cadaver for much of free agency. If Oden joins the Heat, Williams would need to take around the veteran?s minimum to reunite with LeBron.

New York Knicks

The Knicks need to bolster their point guard corps, as Raymond Felton and Pablo Prigioni are unlikely to duplicate last year?s success. Jannero Pargo, Bobby Brown and Beno Udrih are still on the market, but the Knicks want Williams.

Problem is, the Knicks have already spent most of their money on Amar?e Stoudemire, Carmelo Anthony, Tyson Chandler and (sigh) Andrea Bargnani. As Bleacher Report columnist Mike Chiari wrote, New York would only be able to offer Williams a minimum contract, and he could be looking for ?Mo Money.?

With Anthony and Stoudemire in the lineup, Williams would be the third or fourth scoring option, still more responsibility than the Grizzlies or Heat would offer. The Knicks have said they will let Anthony pick his teammates next summer to gear up for a title run, meaning Williams could join the next Heat-like dynasty.

My guess is that Williams ends up with the current Heat-like dynasty because of his love for LeBron and the chance to immediately contend for a title. The Knicks are too unstable and can?t pay more than Miami, while Memphis doesn?t have the same established track record.

At 31 years old, Williams is ready to become a role player on championship team rather than a key cog on a fringe playoff squad.

'Jeopardy!' kid's loss sealed by spelling error

Spelling counts, kids. Especially on "Jeopardy!" it seems. And that's the hard lesson one young player learned this week on the "Kids Week" version of the long-running game show.

Newtown, Conn.'s Thomas Hurley had to know his chances of taking home first place were slim: He went into Final Jeopardy with just $9,600 ? a nice second place, but compared to the first-place leader Skyler Hornback, of Sonora, Ky., who had $36,600, it was a pittance. It was going to take a big bet on Hurley's part and/or a big loss on Skyler's part to pull this one off.

Then host Alex Trebek read the question: "Abraham Lincoln called this document, which took effect in 1863, 'a fit and necessary war measure.'"?

The good news: Hurley had the right answer. Well, mostly. When the answers were revealed (third placer Shuli Jones of Toronto, Ont. wrote "the second amendment," which was wrong), Hurley's answer came up: "What is the Emanciptation Proclamation." Right answer, wrong spelling of "Emancipation."

And while the "Jeopardy!" judges have been known to let small spelling errors go, that was not the case in this instance. Hurley lost, and can clearly be seen mouthing the word "What?!" before hanging his head in disappointment.

Even worse, he then had to watch as Hornback ? who had already been mentioned as a big Civil War buff ? not only got the answer right, he spelled it right and bet big: $30,000. He ended up with $66,600 ("almost a one-day record for 'Jeopardy!'" gushed Trebek).

For anyone who's ever tried, becoming a contestant on "Jeopardy!" is no cakewalk. To make it onto "Jeopardy!" and get to second place in the final round and lose ? even in part ? based on a single letter, well, that's heartbreaking.?

A story about a girl who wants to buy a bike doesn?t sound particularly groundbreaking. But base the story in Saudi Arabia, and that bike becomes a vehicle to venture into sensitive territory.

Haifaa al-Mansour made history just by making Wadjda, which is not only the first Saudi Arabian feature film directed by a woman, but the first Saudi Arabian-shot feature film. So like her title character, al-Mansour had obstacles to overcome.

In fact, dealing with adversity is what got her interested in filmmaking in the first place. Returning home after receiving a bachelor?s degree in comparative literature at the American University in Cairo, she found herself feeling stuck.

?Saudi is a very male-oriented society,? al-Mansour said from Bahrain, where she lives with her American diplomat husband and two children. ?Especially in the workplace ? I felt invisible as a woman. And as a young person wanting to succeed, I couldn?t in that setting.

?The way the social order is, I had to accept it. It was a low point. I felt depressed. I wanted a hobby. So I started making (short films) with the help of my family ? I wasn?t trying to be political. But when you have a voice, you find yourself. You find something where there could have been nothing.?

After having success with her 44-minute documentary, Women Without Shadows, in 2005, al-Mansour travelled to Australia, where she earned a master?s degree in directing and film studies from the University of Sydney. While there, she wrote a first draft of her feature debut.

The next step was finding funding, an ordeal that was eventually resolved with help from Germany?s Razor Films and Saudi Arabia?s Prince Alwaleed bin Talal?s film production company, Rotana.

?He?s an entrepreneur in Saudi,? al-Mansour said. ?He?s progressive and pushes for women. He came on board and believes in the film, which is great.?

Wadjda is not a confrontational movie. It?s a nice, simple story about a little girl following her dream. But al-Mansour packs so much in around the edges of her narrative that she ends up making quite the statement nonetheless.

Wadjda (played with great spark by Waad Mohammed) is a cheeky 11-year-old girl. She wears jeans and converse sneakers, listens to rock music and has an attitude. Unsurprisingly, she is always getting into trouble at her religiously strict school.

When Wadjda is teased by the boy next door, Abdullah (Abdullrahman Al Gohani), who rides off on his bicycle, she decides she wants one too. But girls aren?t allowed to ride bikes in Saudi Arabia, especially in public. Undeterred, she begins saving money ? selling handmade bracelets at school, charging her big sister to bring messages to her boyfriend. When a Koran-reading contest with a cash prize is announced at school, she decides to become a good girl and learn her verses.

Meanwhile, her mother (Reem Abdullah) has problems of her own. Wadjda?s father is never around and is planning to take a new wife, since his current one can?t provide him with a son. Wadjda?s mother must be driven to work across town (women can?t drive in Saudi Arabia) and negotiate with the grumpy pickup truck owner who performs this service.

At every turn, al-Mansour injects commentary into her film. But while she could have been more direct, the director preferred the subtle approach.

?I wanted people to feel what it means to be a woman in Saudi,? she said. ?Beyond the veil, there is so much happening underneath. I only touch on how it feels, as if people were peeking into a world to see what it?s like.

?I was trying not to be judgmental or disrespectful. Saudi Arabia is a very conservative society. There is limited space, and you make what you can in that space. Saudis are very nervous when it comes to film. People don?t trust the medium. They?re told through their conservative idols that film is not pure. I wanted them to feel safe in this human story about a girl who is moving, more than clashing, with her culture.?

Snowden gets job offer from Russia's Facebook

MOSCOW (Reuters) - American fugitive Edward Snowden was offered a job by Russia's top social networking site on Thursday, hours after the former intelligence contractor received a year-long asylum in Russia.

"We invite Edward Snowden to Petersburg and will be happy if he decides to join the star team of programmers at VKontakte," Pavel Durov, one of the founders of the St. Petersburg-based VKontakte, Russia's answer to Facebook, said on his profile.

Snowden's temporary asylum papers allow him to work in Russia, according to Anatoly Kucherena, a lawyer close to the Russian authorities, who has been assisting the American.

Moscow has refused Washington's repeated requests to hand over the 30-year-old to face trial on espionage charges after he leaked details of secret U.S. surveillance programs involving phone and Internet data.

Seeking to avoid U.S. prosecution, Snowden arrived to Moscow from Hong Kong on June 23 has been stuck in the transit zone of the Sheremetyevo airport for more than a month before slipping out on Thursday with new refugee documents.

The spat over Snowden's fate has added to tensions between Russia and the United States, already at loggerheads over the conflict in Syria as well as other defense and human rights issues.

But Snowden is also a useful propaganda tool for Moscow, which often accuses Washington of preaching on human rights abroad what it does not practice at home.

Durov of VKontakte, or "InTouch", which says it has more than 210 million registered profiles and up to 47 million daily users, said he took pride in Russia's decision to harbor Snowden.

"Today Edward Snowden - the man who denounced U.S. security services' crimes against citizens of the whole world - received temporary asylum in Russia," Durov said.

"In such moments one feels pride with our country and regret over the course taken by United States - a country betraying the principles it was once built on," he added.

Garbage haulers in Lincoln are concerned the Mayor?s suggestion that all garbage haulers be required to offer curbside recycling is the first step toward mandating recycling in Lincoln. Steve Hatten, president of Paragon Sanitation, is a member of an advisory committee that?s been working to update the city?s solid waste plan through 2040, but said the committee was ?stacked? with pro-recycling people and the process was steered by city employees and a consultant who pushed the Mayor?s agenda. The city is paying HDR $330,000 to facilitate the update. ?I don?t think he would?ve needed to spend that to get where he needed to go because the committee was very pro-recycling,? Hatten said. ...

Woman gives birth in Subway restroom in Nevada

(AP) ? It was just another day at work for Flora Vargas until a screaming woman burst into her Subway sandwich shop in Nevada on Friday and announced she was in labor.

After the pregnant woman raced for the women's restroom, assistant manager Vargas and her boss sprang into action, placing sandwich wrappers and trash bags on the floor for sanitation.

With Vargas' help, the mother gave birth on the restroom floor in Minden, 40 miles south of Reno, a couple minutes later.

"It was a boy. A beautiful boy," Vargas told The Associated Press. "He didn't cry when he came out. Then he cried, and I breathed easier knowing he was alive."

No customers were in the restaurant at the time of the 9:30 a.m. birth, but the restaurant was open. The only employees inside were Vargas and the manager.

Vargas helped calm down the mother and get her on the restroom floor, she said, and it was "a blessing" that paramedics from the East Fork Fire and Paramedic District arrived in time to assist in the delivery.

"The head of the baby was already out when she went to the floor," Vargas said. "The baby came out really, really fast. Fortunately, the emergency service people got here really fast."

Paramedics transported the mother and child to Carson Tahoe Regional Medical Center, where hospital spokesman Jon Tyler said he could only disclose that both are healthy. Their names were not released.

Vargas said the mother told her that she was 21 and had three other children. The mother was accompanied by a sister at the time, she added.

East Fork Battalion Chief Ron Haskins said paramedics have delivered babies in odd places, but it's the first birth on a restaurant restroom floor that he can recall during his 30 years with the district.

"We've delivered babies in cars and restrooms at home, but it's all part of the job," he said. "It's one of the most positive parts of our job."

When she entered the business, Vargas said, the mother was "screaming real bad, 'I'm in labor. I'm going to have it right now.' My manager said, 'What should we do?' I said, 'It's an emergency and we have to do something.'

"He and I grabbed Subway wrappers and trash bags and rags that we use in here, and put them on the restroom floor so there was sanitation. Everything happened so fast," she added.

After the birth, the 30-year-old Vargas held the mother's hand and assured her the boy was healthy. The mother reacted by "crying a bit but seemed to be OK," she said.

Vargas said though she's "really happy" about how things turned out, she urged her boss to provide training to employees on how to deliver babies.

Mexican bid to smuggle phone into prison in coffin

MEXICO CITY (AP) ? Mexico City prison authorities say they have quashed an attempt to smuggle a prohibited cell phone into a city prison in the coffin of an inmate's mother.

Prisoners in the city have the right to have the casket of a deceased parent or child brought into the prison yard so they can bid farewell to their relative.

But city correctional spokesman Emilio Castelazo said Friday that before the coffin was allowed into the Santa Marta Acatitla prison, guards searched the casket and found the cell phone inside.

Castelazo said a criminal complaint has been filed. Several relatives were with the coffin at the time.

Cell phones are banned because inmates frequently use them to coordinate criminal activities outside prison or make extortion calls.

Man arrested after crash that killed California teen model | San ...

Disturbing details have come out regarding the deadly car accident that took the life of a young model in Poway, California, last month. The collision took place early in the morning on June 20 when a car ran a red light and struck a fire truck in an intersection.

The 19-year-old passenger in the car was killed. Thursday, the driver of that vehicle was arrested. Police suspect that he was driving under the influence at the time of the crash; it has also come out that the teenager was running away from home with the man, who is 44, at the time of the collision.

It has been concluded that the teenager was intoxicated at the time of the fatal car accident. Her blood alcohol limit was about three times the legal limit, according to investigators who also say that a broken bottle of alcohol was found in the car.

The driver is now facing criminal charges for vehicular manslaughter.

As more information comes out about this case, it may also turn out that the man will face a wrongful death action.

In some cases, the loved ones of the victims of fatal car accidents choose to hold the person who is responsible liable for the death with such an action.

Of course, absolutely no amount of financial compensation can even begin to make up for the sudden loss of a teenager. Wrongful death actions can, however, help ensure that families are not unnecessarily burdened by the financial effects of fatal accidents as well as allow survivors to seek justice to the fullest extent possible.

Canada studies Britain?s ?nudge unit? for ways to give the public a push

It?s known as the ?nudge unit,? because its mission is to ?nudge? citizens into acting the way the government wishes they would.

Pioneered in Britain, it is officially tagged with the 1984ish name Behavioural Insights Team ? about a dozen policy wonks, mostly economists, who employ psychological research to subtly persuade people to pay their taxes on time, get off unemployment or insulate their attic. The goal: To make consumers act in their own best interests ? and save the government loads of money.

Now Canada is looking into this growing field of behavioural economics. Finance Canada documents obtained by The Globe and Mail through Access to Information show Michael Horgan, the deputy minister of Finance Canada, was recently briefed on the activities of the three-year-old British team, which has attracted interest from governments around the world.

The Finance Department acknowledges there are potential ethical concerns when governments mix economics and psychology to nudge citizens into making specific choices, but concludes those concerns can be addressed with transparent policies. And there is a potential payoff: With an annual budget of just $1.6-million a year, officials say, the British unit has already saved its government $480-million. One project, which sent court fines by text message rather than by mail, dramatically reduced bailiff interventions and saved nearly $50-million.

The field of behavioural economics was popularized by the 2008 book Nudge: Improving decisions about health, wealth and happiness, by Richard Thaler and Cass Sunstein. The U.K. government called on Prof. Thaler, a behavioural science and economics professor at the University of Chicago, to help set up the nudge unit.

Prof. Thaler says he?s not aware of any cause for concern in the way governments have used his theories to date. The key, he said, is to make sure they are nudging citizens in the right direction.

?I haven?t even heard anybody make an accusation that anything the team [in the U.K.] has done is unethical or secret,? he said in an interview, adding that he always writes ?nudge for good? whenever asked to autograph his book. ?There are people nudging you every day, and it?s not the government. If you go into the supermarket, somebody?s figured out the most profitable way of having you walk through the store.?

Supporters view behavioural economics as a complement to classical economics, which assumes people make rational, well-informed decisions that are in their best interest. Behavioural economics argues there are exceptions: specifically, that people are biased toward choosing the status quo, can be altruistic in their decisions, are influenced by their peers, and will often choose a greater short-term gain even when that choice might be less beneficial over the long run.

Still, subtle changes can provoke strong reaction. New York Mayor Michael Bloomberg?s attempt to ban the sale of super-sized sodas was a clear example of government policy tapping into behavioural economics in the name of social good. The mayor said smaller drink sizes would help reduce obesity, but the idea turned out to be a big gulp for consumers: It ran into public opposition and a legal challenge, and was struck down Tuesday as unconstitutional by an appeals court.

David Barnabe, a spokesperson for Finance Canada, confirmed the department is incorporating behavioural economics in recent policy moves. He pointed to efforts that would make automatic enrolment the default option for employees under the Pooled Registered Pension Plans ? a federal proposal for privately run voluntary pension plans that require the support of the provinces. He also noted that federal regulations now force credit card companies to show on customers? bills how long it would take them to pay off the balance owing on their account if they only make minimum payments.

Mr. Barnabe would not say whether Ottawa is considering a nudge unit, but said the government draws from a wide range of information, including behavioural economics.

?The U.K. and the U.S. are far more ahead of the game,? said University of Toronto economics professor Philip Oreopoulos, who has worked on a related project for the Ontario government that encourages high-school students to enroll for postsecondary education and student aid. ?I certainly think there?s a lot of opportunity here and it?s great to hear that there?s interest at the federal level.?

The Dec. 12 Finance briefing note, written by assistant deputy minister Benoit Robidoux, praises behavioural economics as a ?virtually costless? way of making government policies significantly more effective ? though the note points out that nudging isn?t without some risk.

?There are some ethical concerns about subtly pushing people?s decision making in a certain direction without their knowledge,? Mr. Robidoux?s note says. ?The opportunity for abuse on the part of policy makers is a valid concern; however, this concern is not fundamentally different from concerns over the abuse of traditional policy tools provided that nudges are designed to be transparent.? The briefing note includes sections called ?implications for Canada? and ?next steps? ? both of which were blacked out entirely.
